FREDERICK, Md. (7News) — Three women have been arrested after anonymous tips led to Frederick, Maryland authorities discovering a trafficking and prostitution network at massage parlors across the city.
In January 2024, the Frederick Police Department (FPD) received anonymous tips regarding alleged illegal prostitution activities happening at several massage parlors in Frederick City.

Police said they secured multiple search and seizure warrants. On March 4, members of the FPD, Frederick County Sheriff’s Office (FCSO), and Homeland Security Investigations (HSI) searched a Lexus among the following Frederick locations:
- 1337 Taney Avenue
- 1446 Key Parkway
- Two Sisters – 178 Thomas Johnson Drive, Suite 103
- TCM Aroma Therapy – 1517 W. Patrick Street, Suite C8
- Aromatherapy Body Rub – 93 S. McCain Drive, Suite 2
Jinchan Yang, 36, Xiaohing Wan, 47, and Yuxia Chang, 44, were all charged with fourth-degree sex offenses, second-degree assault, soliciting prostitution and prostitution.
The investigation was coordinated among the FPD, FCSO, HSI, Frederick City Code/Permit Enforcement and the Frederick County State’s Attorney’s Office.
