Are these chat rules fair?

I'm making my own website, and there's a chat room in the website. I was wondering if you think the rules are fair, and if not what I could do to make it better. Also, I would not mind if you wrote the rules in more simple terms. I tried to be clear, but some of the wording might be awkward.
Rules:
1. English only. If you don't speak english, then don't use the chat rooms. People should not be speaking in languages that hardly anyone else here can understand. If you don't want others to know what you're saying, go to a private chat.

2. No spamming. Ever. Spam includes advertising, typing incoherent gibberish, and repeating the same thing in several posts. However, trolling is allowed, as long as the troll actually tries. A troll who randomly insults people and displays no intelligence is in risk of being banned.

3. No cyber sex. Sexual jokes are ok, and even friendly pretend raping sessions. However, serious online sex is not okay. No one needs to read that stuff. Get a private chat, or find a porn forum.

4. Stay out of the Reserved Chat. Everyone is allowed in the Main Chat though, so feel free to go there. If you post a message in the Reserved Chat, you will instantly be banned from that chat room.

5. No flagging. If enough users flag someone, then they will be permanently banned from the chat, without a moderator's consent. So, no flag banning. If someone is breaking the rules, let me know... although it's likely that I will not be online and therefore not immediately able to help.
It's supported by chatango. I have no control over the flagging option... or almost anything else. The chat isn't from scratch, it's from an existing website
we'll talk about anything but sex. yes, there are topics outside of sex believe it or not.
I don't mean the english race, i mean the english language. I don't want people coming on blabbering in another language. For all i know they could be insulting other people or something.
and lol, yeah "friendly pretend raping sessions" is more so for the anime lovers since they tend to do that kind of thing XD
The reserved chat is for certain people. it says it's not for you, because it's not. There are a few people allowed on it though

And my website does have a blog, and other things. The chat is just one part of it. You think i made an entire website for one chat room? um... no -_-
