yes you can download skype as an app or even an iphone 4 app for video chat. there is a camera on the back and front of the phone so you will be able to video chat both ways. The app might cost money though.

As long as you both have access to Wi-Fi, you can video chat with the built-in capabilities of the iPhone 4. From the Apple web site:
