San Diego is seeking a court injunction against Green Massage Spa for alleged prostitution and public nuisance.
SAN DIEGO — The City of San Diego has filed a civil lawsuit seeking a court-ordered injunction against Green Massage Spa over what the complaint states is rampant prostitution and evidence that workers were living inside the spa.
Between August 2022 and January 2025, investigators discovered over 160 online advertisements and reviews promoting sexual services at the location.
The complaint, brought by the City Attorney’s Office, details a multi-year investigation involving local law enforcement and Naval investigators. The complaint seeks to shut down the parlor.
Chronology of Undercover Operations
The injunction outlines a series of undercover operations and inspections at Green Massage Spa, dating back to 2022.
- August 2022: Naval Criminal Investigative Service (NCIS) conducted surveillance and interviewed a male, believed to be an active-duty service member, who admitted to paying for sex at the establishment.
- October 14, 2022: San Diego Police Department (SDPD) Vice detectives conducted an undercover operation. A male officer received a massage during which a female employee agreed to perform a sexual act for an additional $160. The employee was cited for a prostitution-related offense.
- February 22, 2023: SDPD Vice detectives conducted a second undercover operation. A female employee offered sex for an additional $140 after touching the undercover officer’s genitals. She was cited for a prostitution-related offense.
- October 25, 2023: SDPD and NCIS conducted a third joint undercover operation. A female employee offered to engage in sexual activity for $150. As officers attempted to arrest her, she fled through a rear door and was not cited.
- September 12, 2024: SDPD and NCIS conducted a fourth undercover operation. A female employee offered oral sex for $150 after a $50 massage. She disrobed and attempted to initiate a sexual act; the employee was cited for a prostitution-related offense.
Additional Findings and Code Violations
Additionally, city inspectors documented unpermitted plumbing and electrical modifications and uncovered evidence of employees residing on the premises.
The spa also failed to post the required Human Trafficking Notices.
The complaint asserts that the ongoing nuisance has adversely affected the surrounding community and that only injunctive relief will prevent further harm.
CBS 8 contacted Green Spa for comment, but a worker declined to comment, stating, "Sorry, my English is no good, could you text me?"
CBS 8 then sent a text message asking for comment, but did not receive a response.
