The CMC has released an interim review on the proposal to allow brothels to provide outcalls and the legalisation of escort agencies.
Extract:
The Commission has now considered the evidence, and has come to
the conclusion that legalising outcalls Reviewom either licensed brothels or
escort agencies is incompatible with the underlying principles of the
Prostitution Act,1 and might even erode its current effectiveness. Also,
none of the evidence provided to the inquiry gave the Commission any
grounds for believing that its concerns about the possible expansion of
the industry and the unacceptable risks associated with sex trmpficking
and child prostitution were unfounded. Nor does the Commission
believe that the legalisation of escort services will overcome the problem
of illegal prostitution. We received little evidence that the majority of
sex workers who currently work illegally would choose to work for legal
brothels or escort agencies, even if legalising escorts would allow them
to do so. Some might choose to work for themselves, however, if smpety
mechanisms were improved.
The Commission has also made some suggestions as to the regulation of advertising and for making provisions to improve smpety aspects for sole operators.

The CMC has invited public comments and submissions, to be received no later than January 2006.
