All these places list prices with the disclaimer "All rates are all inclusive." What does that entail? I fully realize that everyone is different and YMMV hugely with any particular attendant, but what is the bare minimum one can expect after paying, sat, CAD 250 for 60 min (the going rate at pretty much all of the high-end spas).

These VIP places that say all inclusive on their rates and charge $140 for 30 minutes or $250 for the hour, like the spas you mentioned in the title, the all inclusive part only goes so far as body slide +HJ. Anything else is considered extra and requires more payment.

It's very much YMMV depending on the attendant. At the bare minimum it will include an HJ, but most attendants will be open to body slide, let you touch certain parts of their body, might finish you off with a part of their body that's not their hands (asscheeks, titties, pussy lips), if you're lucky they might even kiss you.

BJ or penetrative sex is considered extra, MPAs who offer extras accept that in the form of a tip.

"All inclusive" in the spa scene has nothing to do with extras. It only means that you pay the door fee and the massage fee up front, e.g. $100 door + $150 massage for 1h. In the room you only pay for extras and/or tips.

Not all spas are all inclusive. At those spas you only pay the door fee up front, then pay for the massage and anything else in the room.
