for how long has the Polls and Surveys section been the "Chatting section"?...

...(and it okay to do this there?)? why Y!A allows "Chatting" in this section?

and how long has this been this way there? which year Y!A started? and how long it has been this way?

The same rules apply to the Polls and Surveys category as with all other categories. So chatting isn't allowed there either. If chatting isn't reported, then the questions and answers remain.

I've answered your similar question to this previously.

YA does NOT 'allow' chatting in that section. There is simply too much posting there to report and remove everything that IS a violation. But things can be reported and removed, and often are. The category is alllowed to remain because if it was not, these people would spam the entire rest of the site with this 'low-level' polls type of questions. Which is exactly what DID happen the one time the staff attempted to close that category.

The site started in December 2005. In the beginning, it was MUCH less well-known and quite civil, nice and not full of spam, scammers and chatting. But after about 6-8 months, Yahoo closed a lot of the discussion boards due to trolling - and the trollers came here to YA instead. And THAT was the start of the P&S category problems.

Since this is a COMMUNITY GOVERNED SITE,the users control what is allowed or reported.
It seems the users there are alright with it,so am i.i answer a few contacts questions there,
if they are out of line,i just e mail them and explain,no need to report a friend or anyone.
When it is nasty let the people there decide.we are supposed to be grown -ups,and love each other,
not look for any reason to tear each others throat out.

chatting violations arent anything to fret about....I heard you can get about 12. watch out for the ToS violations though....

There are a few people who report in P&S but most dont.
