I doubt if the UN is saying he is king of kings literally. I think it is somehow a title the head of Libya picked for himself and they are just reading an introduction his PR people wrote.
It is almost comical, Saturday Night Live couldn't come up with a better spoof on a crazy, egomaniac dictator. He had not been in the news a lot over the last few years until the Lockerbie terrorist was released and sent back to Libya. In the 80's he was in the news as much as Saddam Husein was in the 90's and early 00's or the head of Iran is now. He turned out to be not much of a threat, really. But he still apparently thinks of himself as some powerful world leader even if nobody else does.
As for Jesus, Libya is a Muslim country, so they consider him a prophet, not God. I don't know if they call God a "King" or not.
