How can I cross rate if my ship refuses to route PTS chit?

I put in my PTS request chit 13 months prior to my PRD. I waited months to get an answer which never came, when I approached my chain of command again they told me I wasn't allowed to cross rate even though my current rating is closed at the rate I want to cross rate to is wide open (Navy times issue even stated there were over a thousand billets open for this rate.) I qualify for it on my ASVAB score, but my chain of command refuses to give me answer about my request. I am currently on limited duty recovering from an injury and while on limited duty my time to pick orders had already come and gone. I asked my chain of command several times while I was on medical hold / limited duty and while they were in port about my request but I was told "You don't get to choose, it's not our problem you will only get a 'needs of the navy' orders and that's it." I am wondering how I can combat this, I never had a career development board even when I talked to my Command Master Chief about this more than once and about my desire to cross rate to CT and the problems I faced with my chain of command. I can't get anywhere talking with my ship and I'm not sure who or where to get help from.

1. Have your Chief drop kick someone.
2. Have your 1st Class smack an LPO around.
3. (seriously do this) Go higher up the chain.


I knew an engineer who cross rated to RP by going as high as the commodore.
