How does the bill being introduce into congress for vote?

I mean I know bill are being introduced to congress and it required certain numbers of vote to make it passed.

But questions is how they choose which bill will come first before next and won't be introduce?

Example: let say congressman from New Mexico want to get new law bill by get whole politician to support and vote? Even those it kind of bill that almost everybody will vote against them?

I mean there is over thousands of new bill that are waiting for that bill turn for all of them to vote. Some been first submitted, other been waiting for years. How it works? Like who get first vote and not?

The leadership of the majority party decides. For example, the Senate has not voted on the budget bill passed months ago by the House because Harry Reid won't allow it. He doesn't want to force members of his party to show their true feelings about spending.
