I kept it in his cage 4 one week..He never plays or try to come close to it...He is very scared of it ....

You can also try leaving it out of the cage but very close and let him get used to it that way. Some birds are more curious than others. My African grey is afraid of certain colors. That may have something to do with it. I noticed he got over his fear after a while, but it took a while, believe me.
 
Put some of his favourite treats near the toy. See if he goes there. If he doesn't, pretend to play with it and be happy and laugh. Birds are among the most intelligent creature and they can tell emotions. So they'll see the toy is great fun. A good toy that most birds are not scared of is tisue paper. Give him/her a roll and they pull the paper out!
