Two quick reports on this topic.

Many years ago on my 1st or 2nd visit to Guangzhou, I was staying at a 4 or 5 star western hotel near the Canton Fair. I had recently had surgery, and was still recovering from a lower leg injury. Just a little quickie report on the Kerry Centre Shangri La in-room massage. Yes, that's right the Shangri La. I asked if they had "special" massages, but they said only regular. I asked for one anyway, and the lady that appeared at my door was quite a looker. She proceeded to give me a great massage, including that teasing type of touching that I knew would eventually lead to her asking how much I was willing to pay, and indeed that's exactly what happened. Based on my experiences many Chinese speak a little bit of English and when it comes to sex, the negotiating is pretty easy. As for cheaper options, it seems to depend on the type of service you want and how much you can hold out during the negotiations. KTV take out and bar district gals may be most expensive. One of the gals I had who was the "Massage Girl" for my apartment / hotel building began negotiating at 1,000 RMB but took 700 for FS, the first time. Second time she took 500 and I am confident it could be had for less, but she was so great that I considered it a bargain. YMMV.

Recenlty returned from a 3 night stay in Beijing. Stayed at a place called Oriental Peace hotel which was just about 1 block form the main pedestrian streen "wangfu???" and about a 10 minute walk to Tianamen Square. Go down this street after 7PM and you will be approached by female pimps. First night in I called a craigslist number and , naturally, the girl tht arrived was not the one in the picture but was still very satisfactory. No problem ast the hotel. Second night I used a girl provided by a pimp on WangFu???. Service was very good and negotiated again for her on night three.

Another area I visited is called "Bar Street" It was about a 10 minute cab drive from my hotel. It consisted of a street about three blocks long with bars that had entertainment.
