A friend in the military/goverment told me that SH officials were not as happy as they appeared about the turnout for the expo, although they "broke records" most of this is about "face." "Face" to the Chinese is very important so anything that makes them look good they will exaggerate and keep promoting.
But the SH officials did like the appearence of the city after shutting down all the saunas and they want to keep it that way for some time if not forever to attract tourist to a "better city, better life" something that they want to keep promoting.
Don't expect any changes until, at best after lunar new year, at worst ever.

FYI, I just had a very bad experience due to government crackdown.

I picked up a girl in Manhattan, and when I arrived to my 5 star hotel (in which I have been staying many years, and been bringing girls all the time, including yesterday), there were guards at entrance asking for her passport and making her register. This has never happened to me before, and I was extremely pissed (especially since I occasionally also book a 2-person room, and my "girlfriends" could also easily be mistaken for WGs), but they wouldn't cave in, and made the girl register, and copied her passport. When I asked them, they said this was due to government rules - but then again, I had no problems yesterday, so I'm guessing government is making occasional visits/raids to hotels and spas.

So it seems that although the expo is over, the crackdown isn't...

As far as I know, you cannot wait to see those saunas reopen immediately after the Expo is closed. This time's raid campaign is not the same as before. It is a complex campaign. There are some more international events happening in china and the political impetus for the clean up remains, at least in the big cities where the 'foreigners' are.

Outside the big cities it's another story and for the desperate there are the whores that service the construction workers - if you are THAT desperate.

For me (in beijing) there are some local places open but too far from central beijing for the usual mongers with travel for 60-90 minutes, finding a place, negotiating in chinese and then not necessarily getting what you thought you were going to get possibly the same in shanghai.

One of the things people might try is the shopping malls, always has been some action there .

Actually, the few sauna's that weren't raided are expecting trouble this month as the security personel stationed at the expo return to their regular jobs. Something's brewing so it may be best to wait untill December or even January before resuming normal service
