LAKE ELSINORE, CA — A new massage business is moving through the approval process this week in Lake Elsinore.
On Tuesday, City Council is expected to greenlight a conditional use permit for Natural Foot Spa at 31736 Mission Trail, Suite A. The location is an existing strip mall just off Diamond Drive.
The previous tenant at the site was a pawn shop that has since relocated in the city.
Natural Foot Spa is proposing a range of therapeutic services, including cupping, deep tissue massage, foot massage, and full-body massage. Session durations will range from 30 to 120 minutes, with customers having the option to schedule appointments in advance or visit as walk-ins, according to city documents.
The business will operate from 10 a.m. to 9 p.m. daily in 1,117 square feet. The location will feature five massage rooms — including three single massage rooms, one couples' room, and one foot massage room, according to city documents.
The project applicant is Owen Liu.
The Lake Elsinore Planning Commission voted 4-0 to approve the project at its regular meeting on March 18, 2025. No written public comments were received or made during the meeting, according to city documents.
The Planning Commission’s decision was final, and no action by the City Council is required on Tuesday unless there are concerns with the project.
