The rezoning for an adult massage parlour on The Kingsway in Peterborough is up for approval on Monday, April 6, at a general committee meeting.
Councillors will vote on whether to approve of the property’s rezoning, to allow the licensed “body rub parlour,” as it’s referred to in the city staff report.
The parlour, to be called The Kingsway Spa, was described by the owner Brittany Leigh in an open house in February as offering “touch and conversational support for adults, but there is no sexual activity.”
Leigh told city councillors, police and public health representatives in attendance the site would host employees who would perform “talk and touch therapy” while partially nude.
According to the city staff report, zoning regulations for body rub parlours were created in 1985.
As part of the city’s official plan, body rub parlours and adult entertainment parlours can only be permitted in the area around The Kingsway.
Under the city’s licensing bylaw, restrictions would be placed only allowing those who are of age of majority to enter, the report adds.
“Peterborough Police Service have no opposition to the zoning amendment, however, note that a number of these types of establishments are difficult with regard to proving and enforcing offences,” says the report. “Police Services staff are agreeable to participate further as representatives with regard to an applicable licensing By-law.”
Peterborough Public Health also has no objections to the rezoning, the report notes, though changes have been recommended to the business licensing provisions to ensure health and safety for staff and clients.

• A municipal incentive program grant be submitted for $257,017 for a 64-unit, six-storey affordable housing development on Rink St. and Olive Ave.
