The Plano City Council on Monday voted down a motion to revoke the license for the Massage Spa and instead approved a 30-day suspension and a $750 fine.
The topic had been under discussion after a now-terminated employee was charged with prostitution during a sting operation in July. The owner of the establishment, Lie Xiao was charged with allowing someone to practice massage without a license.
Alderman John Fawver believes that total revocation would be too harsh of a punishment.

Alderwoman Kathy Wickens, who sits on the Admin, Health, and Safety Committee, where an earlier hearing on the topic took place, believes that revocation was the appropriate action.

In addition to the suspension and fine, other conditions include inspections by police or code officers and the removal of doors from massage rooms.
Xiao's attorney, Margaret Kramer, thinks the punishment is still severe but is better than revocation.
Xiao's criminal charge, along with that of the former employee, is still pending in Kendall County court.
