Yeah, there's an area in Ueno " Yoshiwara " it's near Yoshiwara shrine. (a little shrine in Ueno..) If you can't find it just look at a street map in Ueno it's kinda in between Ueno and Asakusa. I'm not sure if they will except Gaijin.. but there's no African touts at all.. It's all Japanese guys standing in front of some of these places mostly. Kabukicho in Shinjuku is okay.. but, in my opinion Yoshiwara looks like it more underground and probably has more to offer at a lower price.
