What is a good online action game where you can chat with people and play games?

Team Fortress 2 is pretty fun, Counter Strike Source, Halo maybe?

Depends on the genre you are looking for. You said ''action'', however runescape and WoW aren't really action, they're considered MMORPG's.
Anyways, here's a list, I'll start with games directly from browser and then to ones you need to install:
1. TORN - A browser MMORPG based on crimes, you can join factions, do crimes, buy properties and even bet for in-game money on real life events.
2. Dragon's Call - Again a browser MMORPG that is a little like WoW ( it's Fantasy, you can buy items, do quests etc.)
3. Quake Live - First Person Shooter which you can play directly from the browser.
4. Combat Arms - FPS, but you need to download it.
5. JamLegend - Online game like Guitar Hero. You can even chat and jam with others.
6. Team Fortress 2 - Well known FPS.
7. CS:S - Well knows FPS.
