You can't. All alcohol like that is denatured. You need to get ethanol that is close to the azeotropic limit, even 70% isn't strong enough to dissolve oils you need to get over 80% ABV. In N. America you can get Everclear at 95% ABV which is at the azeotropic limit
The only way is to pay for a licence from the government (it's about รยฃ200/year) and either get a lab to sell you alcohol based on that or purchase a small still and run cheap vodka though it to get it to the azeotropic limit. A cheap still will hold 4 litres, is air cooled and can be acquired from any home-brew shop.
Of course, once you've bought the still nobody takes your name and address so if you run it in your kitchen without a licence then the chances of anyone finding out is almost zero. Vodka is about รยฃ10/litre so running 2 litres through the still will give you 3/4 litre of so at about 90%.
Don't attempt to distill methylated spirits, IPA or any other kind of denatured alcohol, only run potable alcohol through it.
Alcohol Modifie is denatured alcohol, it's very toxic.
