I think that's pretty obvious people, especially parents make too big a deal about penises. Any site of that nature, should be an 18+ site. I highly doubt anyone will ever be able to be convicted from exposing themselves on chat roulette, BUT they say now they are starting to track IP addresses or something, which they have no right to do. There are many sites that claim they are adult web cam chats, but basically just stream from chat roulette. People can be having cybersex with a person who is of age and completely legal, but if that person clicks "Next" then a 12 year old might see their privates. It's silly to get so uptight about this. Keep your kids of chat roulette, it's that easy. Why is this any harder than keeping your kids off every other porn/adult site? Young children have no business being in contact with random strangers anyways.
Plus, chat roulette is an international network. Shouldn't be within any places jurisdictions. Why is it legal to make a porno, and upload it on a google search, but illegal to have cyber sex with a completely legal person on chat roulette? Girls under 18, should not be admitted on the site....and if they do go to the site anyways, then the person exposing their genitals should not get into any trouble, because it isn't their fault a young girl broke the rules, now is it?
