Independent Incalls will probably not be affected. Given that the law now classify keeping a bawdy house organized crime, they will probably go after some agencies offering incalls but more likely will go after massage parlours more than anything else.

It doesn't change the law surrounding being an inmate or a found in. It is to make it easier too go after the owner of these places, seize their assets, easier to get a warrant etc.

Crime's crime wherever you find it, and when you're trying to justify having to spend nine or ten bil on new jails, MPs and incalls may be just the place to look. They're certainly unreported by us.

Well, I don't think they're really going to start "cracking down", as you put it freestuff. After all, the limiting factor in LE work is not the availability of laws and regulations to enforce- there are always plenty of them, stupid or otherwise- it's the use of expensive LE resources that counts. Police work is a costly business, and at the end of the day, decisions about which laws to enforce are always made politically. Harper's a dumb ass for sure, who wants to look good for the cameras, but the real issue here is his lack of concern for Parliament. He rules by regulation behind closed doors. That's the real concern here.

How can it be a crime when two consenting adults agree that it is not a crime? For example, I touch your elbow (only your elbow, nowhere else) and we both agree that it is not assault. Can the "White Man" jump into the middle and yell 2nd degree assault?

If there was a rule against touching elbows, yes, even if consent was given, that would be a crime and the Crown (at their own discretion) could prosecute.
